About Us

In line with the emerging government agenda, Cornwall has revised the way in which its strategic partnerships are configured.  This resulted in the dissolution of the Cornwall Strategic Partnership (CSP) structure at the end of March 2011.  Many of the thematic partnerships which formed the wider Cornwall Strategic Partnership have continued and there are new statutory partnerships established with the Local Enterprise Partnership and the shadow Health and Wellbeing Board.

A Public Sector Group has been running since November 2009, which complemented the activities of the CSP, focussing on priorities for public sector transformation and greater efficiency.  This body has been revised and re-launched to ensure it is in the best position possible to strive to improve the quality of life for the people of Cornwall.

The Public Sector Group is responsible for delivering the Joint Framework for Action, the high level expression of commitment to Future Cornwall, the sustainable community strategy. This includes the long term vision for Cornwall and shorter term goals, including public sector transformation and efficiency priorities.

The Public Sector Group

Its Purpose:

  • To embed the long term vision for Cornwall in the Joint Framework for Action.
  • To facilitate joined up government in Cornwall including devolution; to explore and consider best use of our collective resources to improve and transform services and opportunity in Cornwall.
  • To build a collective understanding of purpose and resources across the public sector organisations and provide a forum for testing ideas to share and join resources to better engage with private and voluntary and community sectors to prepare for place based budgets.
  • To manage capacity and capability and prioritise transformation activity based on ongoing business needs and priorities.
  • To provide advice and guidance and consider allocation of resources for the delivery of the priorities from Future Cornwall.
  • To promote Cornwall and lobby for a fairer deal for its communities and ure freedoms and flexibilities to deliver joined up services.

Its Functions:

The Public Sector Group will:

  • Oversee a realistic programme of closer working across public sector partners
  • Agree effective delivery of agreed devolution in Cornwall
  • Develop the potential for public service integration and joined up working arrangements.  
  • Develop potential to pool and share budgets and consider opportunities to align or integrate staff.
  • Build reputation and confidence in Cornwall’s public services and increase public interest and involvement.
  • Identify key emerging issues for Cornwall and make recommendations to Government regarding strategic responses
  • Negotiate changes to services to deliver improvement and better outcomes for Cornwall
  • Engage, collaborate and oversee where appropriate, with other statutory and significant partnerships on the delivery of Future Cornwall.
